The fair is held every Wednesday from 8am-4pm and on some weekends in March, June, October and December, but organisers only registered for planning permission in January.
Councillors called in the application after concerns were made about safety of the horses and increased road traffic, but officers recommended that it should be passed with conditions that it be used only as a horse fair.
